What exactly is the UAE Blue Visa?

It completes the UAE family of long-term visas: the Golden Visa (10 years, investors and talent) and the Green Visa (5 years, self-employed and skilled workers). With the Blue Visa, the UAE adds a third pillar, in line with its carbon neutrality strategy and its post-COP28 positioning.

Who can get the Blue Visa? The requirements

This is where the program surprises: there is no investment threshold and no employment contract to produce. The Blue Visa is a merit-based visa, reserved for people whose environmental work is judged exceptional. The UAE authorities specifically mention:

  • Members of international organizations and global companies active in the environmental field
  • Members of environmental associations and NGOs
  • Winners of global environmental or climate awards
  • Activists, researchers and scientists recognized for their environmental work, in the UAE or abroad

There are two ways in: a direct application to the ICP, or nomination by the relevant UAE authorities. Either way, the decision rests on the record of contributions (publications, awards, roles in recognized organizations); official information is published on the UAE government portal.

Let us be blunt: for the vast majority of people looking to move to Dubai, the Blue Visa is not the right door. It is an honorary, highly selective visa designed for a few hundred exceptional profiles; not a mass-market route. If your plan is to live and work in the UAE, the usual ways in remain the freelance visa, setting up a company or the Golden Visa.
