How long does the residency process take?
On the standard route, allow 3 to 4 months for the temporary residence card, then the ID card (cédula), often 4 to 5 months in total. On the investor route, through the investor one-stop shop (SUACE) or the Paraguay Investor Pass, permanent residency is granted directly, with a single day on site and the rest by proxy (permanent residency, permanent cédula and tax ID (RUC)); the investor certificate (CIE) is issued in 5 business days. How much does it cost?

Is there a minimum income or investment?
For the standard route (self-employed, entrepreneur, retiree), there has been no legal income or investment threshold since Law 6984/2022. The investor route does require capital: USD 70,000 + 5 jobs for SUACE, or USD 150,000 to 200,000 for the Paraguay Investor Pass depending on the option.
What is the tax situation in Paraguay?
Paraguay applies pure territoriality: foreign-source income (dividends, capital gains, crypto, pensions, work performed outside the country) is not taxed, whether remitted or not. Paraguayan-source income is taxed lightly: freelancers in their own name fall under the IRE SIMPLE regime (10% on actual profit or on a deemed 30% of revenue, i.e. approx. 3% of revenue), salaries and personal services under the IRP (8-10%), corporate tax (IRE) at 10% on Paraguayan-source profit (0% on foreign-source income) and dividends at 8% for a resident. There is no wealth tax, and no inheritance or gift tax.
As a freelancer, is my income taxed at 0%?
The 0% applies to income that is genuinely foreign-source (work performed outside Paraguay, passive income). Freelance work physically performed from Paraguay (even for foreign clients) is Paraguayan-source (art. 48, Law 6380/2019). In your own name, you operate through a sole proprietorship (empresa unipersonal) under the IRE SIMPLE regime (up to ₲2 billion of revenue a year, approx. €230-250k): 10% on the lower of actual profit and a deemed base of 30% of revenue, i.e. approx. 3% of revenue. What decides is where you work, not where your client is. If, on the other hand, you live off capital gains (crypto, markets, dividends), managing your own capital is not a local activity: no sole proprietorship or company to set up, and your gains stay at 0%. Standard route, SUACE or Investor Pass: what is the difference?
The standard residency route has no threshold: temporary for 2 years, then permanent. SUACE is for entrepreneurs who set up a company and employ 5 Paraguayans (≥ USD 70,000): it gives direct permanent residency, with a single day on site and the rest by proxy. The Paraguay Investor Pass targets investors (a real estate or financial investment of USD 150,000 to 200,000), again with direct permanent residency. Do I need to be in Paraguay for the process?
A single trip covers the whole first phase: a 3 to 4 day stay in Asunción, during which everything happens in one day (local record checks, filing with the immigration authority, biometrics). You leave with the admisión precaria; the temporary residence card and then the ID card (cédula) are collected by power of attorney, with no need to come back. Only the switch to permanent residency, at around 1 year and 9 months, requires a single day on site. The good news: being on site speeds up your tax residency, because the tax authority (DNIT) moves faster when it sees the applicant in person. Setting up a company (EAS or US LLC) requires no travel at all. You prepare your apostilles from your home country, we handle the sworn translations and orchestrate the rest.
How is crypto treated?
Foreign-source crypto gains are not taxed (territoriality). There is no specific tax regime; since Resolución DNIT 47/26, a simple reporting obligation (not a tax) applies above USD 5,000 a year in aggregate, with a first filing in March 2027. Paraguay belongs to neither the CRS nor the CARF. And if your wealth is in crypto, it is welcome: the only requirement is traceability and lawful origin of funds.
Can I bring my family?
Yes. Your spouse and children obtain residency through family ties, based on apostilled and translated civil records. We handle all the family formalities within the same application.
Is tax residency automatic?
No: a residence card does not amount to tax residency. The tax residency certificate (DNIT) requires a cédula, an active tax ID (RUC) and documented local-source activity (or substantial presence). And since there is no France-Paraguay tax treaty, your departure from France must be genuine (home, main place of stay, center of economic interests). The All Inclusive support includes the full RUC + accounting + DNIT certificate block.
