Frequently Asked Questions

Do I have to live in Paraguay full time?
No. During the temporary residency phase, you must not be away for more than 12 consecutive months. Once permanent residency is granted, one visit every ~3 years is enough to keep it. Genuine presence still matters if you are also aiming for tax residency.
How long does it take to get the cédula?
We set up the company (EAS) for you, and the investor certificate (Constancia de Inversionista) through the investor one-stop shop (SUACE) is issued within 5 business days. A single day on site is enough; your permanent residence card, cédula and tax ID (RUC) are then obtained by proxy (allow up to 3-6 months if the process is spread out). The cédula (ID card) can then take from a few weeks to several months depending on Interpol timelines and the workload of the administration; those timelines are under strain in 2026. On the standard route, allow about 3 months for the temporary card after filing, then ~1.5 months for the cédula (approx. 6 months in total from the start of the file), with no further trip after your day on site.
Do I really have to invest USD 70,000?
Only if you choose the investor route (Strategic / SUACE pack), which grants direct permanent residency: it requires ≥ USD 70,000 invested in a productive activity, the creation of 5 formal jobs and a business plan. The standard route (Essential and All-inclusive packs) sets no investment threshold and no minimum income: permanent residency is then obtained through a change of category, at ~2 years.
Is the 0% tax automatic?
No. Paraguay applies territorial taxation: only Paraguayan-source income is taxed. The 0% only covers income that is genuinely foreign-source (work performed outside Paraguay, passive income). An activity carried out from Paraguay generates locally sourced income, subject to personal income tax (IRP, 8-10%) or corporate tax (IRE, 10% for the company), even with foreign clients. Those rates remain gentle, but they are not 0%.
What about my crypto or tradfi activities?
Your personal trading, stock market or crypto activities are declared in your own name, separately from your company: their foreign-source gains stay at 0% for a resident individual. Above USD 5,000/year in cumulative crypto movements, a reporting obligation applies (RG DNIT 47/26, first filing March 2027; outside CRS and CARF); a filing, not a tax. There is no point holding those assets in your company: operated from Paraguay, it would generate locally sourced income (IRE 10%).
Can I invoice my foreign clients at 0%?
Not if you work from Paraguay: the legal test is where the activity is carried out (art. 48 of Law 6380/2019). Work performed on site is Paraguayan-source and remains subject to IRP (8-10%), even when invoiced to a foreign client. VAT can be 0% as an export of services, but that does not change the income tax.
Do I need to genuinely leave France?
Yes. There is no tax treaty between France and Paraguay: the Paraguayan tax residency certificate (DNIT) is not enough on its own to take you out of the French tax system. You need a genuine departure (moving your home, your main place of stay and the center of your economic interests). We cover this from the discovery call onwards to frame your situation.
Which company should I set up, and can I own 100% of it?
The EAS (Empresa por Acciones Simplificadas, Law 6480/2020) is the preferred form: no minimum or maximum capital, and 100% foreign ownership. The SUACE one-stop shop registers the company, the tax ID (RUC) and the municipality at the same time. S.A. and S.R.L. forms remain possible, but take longer to incorporate.
Can my spouse and children come with me?
Yes. There is no grouped "dependent" status: each family member files their own residency application alongside yours, with apostilled and translated marriage and birth certificates. Your spouse gets residency in their own right, which allows them to study and work in Paraguay.
Is the SUACE investor route genuinely official?
Yes. The investor certificate (CIE, Constancia de Inversionista Extranjero) and investor permanent residency through SUACE rest on Law No. 6984/2022. The framework was recently overhauled by Resolución MIC N° 283/2026 (April 2026), promoted under the "Paraguay Investor Pass" brand, which sets the productive threshold at USD 70,000 + 5 jobs and CIE issuance within 5 business days. So it is a recent reform, now backed by an official legal basis.
Does BlueVisa handle my accounting too?
No: BlueVisa does not provide the recurring accounting service. In the All-inclusive pack, we introduce you to an external partner accountant who takes over your tax filings and local bookkeeping. We do handle company formation, the residency application, your personal RUC and the tax residency certificate.
