Permanent residency filing (Asunción)

On site: a single day is enough. The Interpol certificate and Paraguayan police record, the filing of the direct permanent residency application with the immigration authority (DNM) and the biometric capture (fingerprint) for your cédula (Paraguayan ID card) all happen the same day in Asunción; the apostilles and translations are ready beforehand. Everything else is handled by proxy: permanent residency and cédula reach you without coming back.

Months 3-6

Permanent residency granted

Cédula (ID card)

National police. Issue of the cédula (ID card), valid for 10 years and essential day to day (banking, leases, rental management). Biometrics are taken on the day of your visit; the card is then collected by proxy, allow several weeks depending on the Interpol and administrative backlogs seen in 2026.

Which investment route should you choose: real estate, financial or tourism?
Three passive routes open the Paraguay Investor Pass (Resolución MIC N° 283/2026). The real estate route (USD 200,000) is the one we recommend first: a Paraguayan rental property generates local-source rental income, which creates the tax substance required for the tax residency certificate. The financial route (USD 200,000) requires a 2-year holding period and annual reporting. The tourism route (USD 150,000) requires a business plan and half-yearly reporting. We calibrate the choice with you according to your wealth plan. The productive route (a company employing 5 people, USD 70,000 through SUACE, the investor one-stop shop) is a separate route, covered on our Entrepreneur page.
Real estate route (USD 200,000): what happens to the funds?
You buy a property in Paraguay intended for rental (personal or family use excluded). 30% of the amount is payable at filing through a notarized private contract, the balance according to the transaction. Once rented out, the property generates Paraguayan-source rental income (personal income tax, IRP capital, 8%): this local substance unlocks your tax residency certificate. It is our preferred route.
Financial route (USD 200,000): what happens to the funds?
You invest USD 200,000 in the Paraguayan financial market (Asunción stock exchange / financial instruments) and hold that investment for at least 2 years, with annual reporting.
Tourism route (USD 150,000): what happens to the funds?
You invest USD 150,000 in a tourism sector project, presented through a business plan that counts as a binding sworn statement, with half-yearly reporting. The entry ticket is lower than the real estate or financial routes, but the business plan is required. The precise eligible sub-sectors are confirmed with SUACE/MIC depending on your project.
What does "personal use excluded" mean for the real estate route?
The real estate route (USD 200,000) must fund an investment property, not your own home: personal or family use is excluded. That is consistent with its logic: the property must be rented out to produce Paraguayan-source rental income, which forms the tax substance. 30% of the amount is payable at filing through a notarized private contract. You can of course buy a home to live in alongside it, but that property is not what supports the Pass application.
Direct permanent residency or the residency route without capital: what is the difference?
The Paraguay Investor Pass gives access to direct permanent residency, with no 2-year temporary residency stage: that is its main advantage. The route without capital (Self-Employed page) starts instead from temporary residency, converted to permanent after around 2 years. If you commit capital of USD 150,000 to 200,000, the Investor Pass saves you that conversion period and secures your status sooner.
How are my Paraguayan rental income and my foreign portfolio taxed?
Your foreign portfolio (securities, shares, capital gains, crypto) stays at 0%, whether repatriated or not, thanks to Paraguayan territoriality. For crypto, beyond USD 5,000 per year in cumulative movements there is a simple reporting obligation (RG DNIT 47/26, first filing in March 2027; Paraguay remains outside CRS and CARF); it is a declaration, not a tax. Rental income from a Paraguayan property, by contrast, is local-source: it falls under IRP capital at 8%. It is precisely this local taxation that creates the tax substance and eases your tax residency certificate.
Can crypto be used to fund the investor residency?
Yes. Your crypto holdings can fund your investment: the only requirement is that the funds be traceable and of lawful origin. In practice, your holdings are converted and documented (exchange statements, transaction history), and that capital forms your contribution. If your wealth is in crypto, we structure the application with you so that it is accepted.
What should I do with my crypto or tradfi activities?
Your personal trading, stock market or crypto activities are declared in your own name, separately from your Investor Pass investment: their foreign-source gains stay at 0% for a resident individual. Beyond USD 5,000 per year in cumulative crypto movements, a reporting obligation applies (RG DNIT 47/26, first filing in March 2027; outside CRS and CARF); a declaration, not a tax. The only requirement: traceable funds of lawful origin.
Is tax residency automatic once the cédula has been issued?
No. Administrative residency and tax residency are two separate things: the cédula is not enough. The tax residency certificate (DNIT, RG 65/2020) requires a cédula, an active tax ID (RUC) and documented local-source activity or income; the rental income from your Paraguayan property fits perfectly. There is also no tax treaty between France and Paraguay: the Paraguayan certificate alone does not take you out of the French tax system. An effective departure from France (home, main place of stay, center of economic interests) is required. We scope all of this from the discovery call onwards.
Can my spouse and children come with me?
Yes. Each family member files their own residency application alongside yours, on the basis of family ties (marriage certificate and birth certificates, apostilled and translated). A reduced "dependent" attachment route is not officially set out, so we do not promise it. Support for dependents remains available as an option (+€400 per dependent, reduced to €120 from the All Inclusive pack onwards).
How long, and how many trips to Paraguay?
A single trip is enough. There is no temporary residency stage: the foreign investor certificate, or Constancia de Inversionista Extranjero (CIE), is issued within a maximum of 5 business days, then, after a single day on site, permanent residency, the cédula and the tax ID (RUC) / tax residency are obtained by proxy, without coming back. The permanent residency application is filed in Asunción (apostilles and translations are prepared beforehand) and the cédula requires biometric capture (fingerprint) in person, done the same day; its issuance is then handled by proxy. If you cannot stay, the process is spread out and the cédula will require a return trip: allow 3 to 6 months in that case, or longer depending on the Interpol backlogs and the overload at the immigration authority (DNM) seen in 2026. Coming on site also speeds up the tax residency side with the tax authority (DNIT). The cédula is renewed every 10 years, and naturalization is possible after 3 years of permanent residency.
