Unlike many countries, the standard route requires no minimum age and no income threshold written into law. The term "pensionado" you often see quoted is a marketing label, not a legal category: the real route is standard residency, open to everyone.

Lasting residency & spouse included
temporary residency (temporary residence permit, up to 2 years) then permanent residency by change of category, with the cédula de identidad (Paraguayan ID card) valid for 10 years. Your spouse files a separate application in parallel, based on apostilled and translated civil-status documents.
0% on your foreign-source pension
Pension, dividends, capital gains, crypto gains of foreign source: 0%, whether remitted or not. No wealth tax, no inheritance tax, no gift tax.
On the Paraguayan side, your foreign-source pension is taxed at 0%. But let us be honest: there is no France-Paraguay tax treaty, so a Paraguayan certificate alone does not release you from French taxation. Depending on the type of pension (basic scheme, supplementary, public sector, private), part of it may remain taxable in France even after you leave; to be confirmed with an adviser. And administrative residency is not tax residency: without real presence (~120 days a year) or local income, a tax certificate is hard to defend. We prefer to say so plainly rather than promise you automatic tax exemption.

Preparation & apostilles
From home. Three documents: birth certificate, criminal record certificate and proof of pension. We have them apostilled, then translated into Spanish.
We drive the apostilles and translations, and request the criminal record at the right moment: it is only valid for 3 months.
Filing your residency (Asunción)
A single 3-4 day trip, and everything happens in one day: local record checks, filing at Migraciones, biometrics. You leave with the admisión precaria. The rest follows without coming back: everything is collected by power of attorney.
Application ready before departure, support on site throughout the trip.
Temporary residency granted
About 3 months of waiting, then your temporary residence card (valid 2 years) is ready. No need to travel back: we collect it for you.
We track the file and answer the authorities on your behalf.
ID card (cédula de identidad)
1.5 months later, you receive the cédula: the Paraguayan ID card, valid for 10 years. It unlocks everything: banking, tenancy, healthcare. Still without traveling back.
Follow-up until the card is handed over; about 6 months in total from the start of the file.
Settling in & tax residency (optional)
Bank account, health cover and tax ID (RUC) included. From All Inclusive upwards, we support you towards the tax residency certificate; it assumes you genuinely live in Paraguay.
