As a freelancer, is the income I invoice to foreign clients tax-exempt (0%)?
Not if you work from Paraguay. The legal test is where the activity is carried out (art. 48 of Law 6380/2019), not where the client is: work performed on site is Paraguayan-source, even when invoiced to a foreign client. To operate in your own name, you open a sole proprietorship (empresa unipersonal), taxed under the IRE SIMPLE regime (up to ₲2 billion of revenue a year, approx. €230-250k): 10% on the lower of actual profit and a deemed base of 30% of revenue; that is approx. 3% of revenue under the deemed method. VAT can be 0% as an export of services. The 0% tax rate applies to income that is genuinely foreign-source (investments, capital gains, work performed outside Paraguay). Figures to be confirmed with our adviser based on your situation.
And how are my investments and my crypto treated?
Foreign-source passive income (dividends, securities capital gains, crypto gains) is taxed at 0%, whether repatriated or not. For crypto, above USD 5,000 a year in cumulative movements, there is a simple reporting obligation (not a tax) introduced by RG DNIT 47/26, with a first return in March 2027; Paraguay remains outside CRS and CARF. And if you live off crypto, your holdings are welcome: the only requirement is that they be traceable and of lawful origin (exchange statements, transaction history); we structure the file with you.
Is living off managing my own capital (trading, crypto) from Paraguay an activity taxed locally?
No. Managing your own capital (trading, stock markets, crypto for your own account) is not a professional service rendered on site: it is personal wealth management. Your gains therefore remain foreign-source, at 0% for a resident individual, even when you operate from Paraguay; unlike freelance work invoiced to clients, which does become local-source. So you need neither a company nor a sole proprietorship (empresa unipersonal); setting up the sole proprietorship, included in our packs together with the tax ID (RUC), only concerns those who invoice services. Careful: holding that capital in a Paraguayan company would make it local-source (corporate income tax (IRE) 10%, then dividend tax (IDU) 8% on distribution).
Is the personal tax ID (RUC) mandatory?
No, the RUC is not required to obtain your residence card or your cédula. It is needed, however, if you are aiming for the tax residency certificate (DNIT): that certificate requires an active RUC and a documented local-source activity. Good news: registering for the RUC is free. That is precisely the value of the All-inclusive pack, which adds the personal RUC, the tax residency certificate and an introduction to a partner accountant.
How long does it take, and how many trips to Paraguay?
A single trip covers the whole first phase: a stay of at least 3-4 days in Asunción, during which everything is done in one day (Interpol certificate and Paraguayan police check, filing with the immigration authority (DNM), identification appointment with biometrics); you leave with the admisión precaria. The temporary card arrives about 3 months later, then the cédula (ID card) about 1.5 months after that; both can be collected without coming back (pick-up by proxy). In total, expect about 4 to 5 months between filing and the cédula. A one-day return to Asunción is then needed at around 1 year and 9 months for the switch to permanent residency (the conversion is filed 3 months before the 2-year deadline). Worth knowing: being on site also speeds up the tax residency file with the tax authority (DNIT).
Is there an income or investment threshold to meet?
No. The general residency route (Ley N° 6984/2022) sets no income or investment threshold: that is what makes it the ideal route for the self-employed. The only conditions are a clean criminal record certificate (valid 3 months) and a passport valid for at least 6 months. If you set up a company or invest significant capital, other routes exist; see the Entrepreneur page.
Does the cédula automatically make me a tax resident?
No: administrative residency and tax residency are two separate things. The cédula (ID card) is not enough. The tax residency certificate (DNIT, RG 65/2020) requires a cédula, an active tax ID (RUC) and a documented local-source activity (or substantial presence, ~120 days a year). There is also no tax treaty between France and Paraguay: the Paraguayan certificate alone does not take you out of French taxation. A genuine departure is needed (home, main place of stay, center of economic interests). We discuss it from the discovery call onwards.
Can my spouse and children come with me?
Yes. Each family member files their own residency application, alongside yours, on a family-tie basis (marriage certificate and birth certificates, apostilled and translated). Your spouse gets a residency of their own, which allows them to study and work in Paraguay. Support for dependents remains available as an option (+€400 per dependent, down to €120 from the All Inclusive pack up).
How much time must I spend in Paraguay to be a Paraguayan tax resident?
Administrative residency (residence card + cédula (ID card)) does not make you a tax resident. For the tax residency certificate (DNIT), substantial presence of about 120 days a year is expected (or a documented local-source activity / income). In other words, spending ~4 months a year in Paraguay is the benchmark that makes your tax residency defensible. And since there is no tax treaty between France and Paraguay, a genuine departure from France (home, main place of stay, center of economic interests) is still required.
Do I have to stay a minimum amount of time to keep my Paraguayan residency?
Yes, but it is flexible. During the temporary residency phase, you must not be away for more than 12 consecutive months, or you lose it. Once permanent residency is granted, a single visit every ~3 years is enough to maintain it. Not to be confused with tax residency, which calls for far more regular presence (~120 days a year).
